AFFILIATION GUIDELINES & PROCEDURES
Affiliation with the United Way of Martin County is available to any qualified 501(c)(3) nonprofit organizations providing health, education and human services to residents of Martin County that meet the Standards of Affiliation set forth by the Board of Directors.
[See current affiliated agencies.]
Eligibility for affiliation will be based on a comprehensive review of financial, program and operating conditions of the applicant agency and the need for the type of program(s) the agency provides in Martin County. This review will take place upon submittal of the organization's initial application and every three years thereafter.
Affiliation with the United Way is necessary, but does not guarantee, that an organization will receive funding. United Way funds will be awarded annually through a competitive request for proposal (RFP) process from the pool of eligible service providers. (For information, see the "How to Get Funding" page.)

The Board of Directors approves organizations being recommended for affiliation at its December meeting.
Organizations are placed in a pool of eligible service providers for consideration as applicants for funding through a competitive grant process.
STANDARDS OF AFFILIATION
For an agency to be eligible for affiliation with United Way of Martin County, it must meet all the criteria below. The agency must remain in compliance with the criteria at all times. All agency affiliations are subject to final approval by the United Way of Martin County Board of Directors.
The agency must:
1. Be incorporated or chartered under federal and Florida state statutes.
2. Be registered with the State of Florida's Department of Agriculture and Consumer Affairs.
3. Be recognized as an organization exempt from federal income tax under IRS Section 501(c)(3) Internal Revenue Code 1954, as amended, and as a publicly supported organization of the type described in Section 170(b) (1) (A) (vi).
4. Be primarily involved in providing program(s) and services that are health, education or human service related and directly serve Martin County residents and employers.
5. Have an independent governing body consisting of at least nine voting members who are citizen volunteers, preferably including at least one resident of Martin County, that has the authority to decide policy and strategic direction with respect to the agency's programs, administration and finances, in accordance with the organization's by-laws, and who shall meet at least four times per year. Members of an independent governing body do not engage in transactions in which they may have material conflicting interests resulting from any relations and/or business affiliation. Paid staff must not be a voting member of the Board.
6. Maintain a non-discrimination policy or plan that does not discriminate on the basis of race, color, creed, religion, gender, national origin, age, marital status, veteran status or status as a person with a disability.
7. Have an annual audit performed by a certified public accountant, in accordance with the standards of accounting and financial reporting for voluntary health and welfare organizations and with American Institute of Certified Public Accountants (AICPA) Standards, and adhere to AICPA accounting standards. Agencies that have a total operating budget less than $250,000 can submit to a financial review rather than an audit, subject to approval by United Way of Martin County.
8. Demonstrate adequate understanding of community needs in Martin County and services currently being provided. Demonstrate that there are adequate benefits to both the agency and the United Way from an affiliation.
